New Jersey Governor Phil Murphy signed A5447 into law as P.L. 2025 c.128, approved August 15, 2025 and effective immediately. The act declares a pay-to-participate sweepstakes to be unlawful gambling and names the dual-currency model expressly. Its civil penalties reach up to $100,000 for a first offence and up to $250,000 for each subsequent offence, with each day a separate offence.
